Preston Brook residents have been experiencing massive problems since an unauthorised travellers' site was built on Sandy Lane and the situation has been dragged out for far too long.
Halton Borough Council issued an enforcement notice last June but the appeal was repeatedly delayed until a decision was finally taken on the 28 January to uphold the enforcement notice.
Graham said 'So many residents contacted me about the problems on this site so I am very pleased that the Planning Inspectorate has made the right decision. But I will continue to keep the pressure up to ensure that the situation is resolved as soon as possible.'
'So many communities in Cheshire are being blighted by similar unauthorised sites and that is why I am supporting the Government's plans to curtail retrospective planning permission and restore fairness to our planning system.'
