This decision came after the War Memorials Trust recommended an officer should be identified for every local authority in the country. The position does not require unnecessary renovations or additional spending commitments.
With the centenary of World War I just four years away, interest in our local war memorial heritage, stimulated by current conflict and family history research, is growing. A War Memorials Officer can act as a focal point within the council for war memorial matters.
A War Memorials Officer should:
• Act as an advocate for war memorials locally
• Act as first point of contact for public enquiries
• Liaise with War Memorials Trust or refer enquiries to the charity to help promote conservation
• Keep a record of war memorials for which the council is responsible. Make certain Historic Environment Records, planning systems and local development plans include war memorials
• Ensure the council website has clear and accurate information on war memorials, that it is available offline in accessible formats and includes links to other organisations
• Work with local volunteers to identify and monitor war memorials in the area, list those of significance and add all to Historic Environment Records so they receive protection
Despite the War Memorials Trust contacting Halton Borough Council as part of their campaign, the Labour Council had failed to take a civic lead on the issue by appointing an Officer themselves, unlike Conservative-run Cheshire West Council.
However, following a letter from Graham to Chief Executive, David Parr, the Council has now announced it has appointed Jim Yates to take on the role of War Memorials Officer. Mr Yates shall take up the duties of War Memorials Officer in addition to his position as Assistant to the Chief Executive.
Graham welcomed the announcement: 'As someone who takes an active interest in military history and war memorials, I am pleased that Halton Borough Council has finally appointed a War Memorials Officer. It is reassuring to know that we will now have a council officer leading on the important task of protecting such an important part of our local heritage.'
